Ok so i have a 50 hz tv but io put the xbox on 60 hz does this mean that every game that supports 60 hz will have 2 black bars one at the top and one at the bottom?

LOLOLOLOL. The black bars are resolution, not flicker rate.

Is if you understood the difference. 50Hz is like frame rate. The picture changes 50 times per second. 60 Hz = 60 times per second. The black bars are there because of resolution. Like, 4:3, 16:9, stuff like that. I don't think the word really is resolution but I can't remember what it is for a TV.
