like if you come across an attractive stranger, how would you get to know them anyway without asking them out first?

Ask her a dumb question. For Example: "Do you know what day is today"? And start a conversation like that.

buy them a drink, ask them out for lunch or aa coffee (dinner is too serious if you arent already dating) and get to know them a bit before asking them out

Nothing wrong with it at all. The worst thing they could do is turn you down.

nothing i guess it's just a bigger risk then getting to know them, making them comfortable first.

Being turned down is worse than not asking.

Isn't the whole purpose of going out with someone to get to know them?
