Date and time settings, Clock, uncheck the option that says "Announce Time"

Pick it up by the silver base at the bottom, walk to the top of a flight of stairs and throw it down. It will stop after the next restart.

You'd have to go into speech settings in your system settings -> speech -> turn it off.
