I learned English from school and I think I'm kinda "fluent" (I'm not so sure though.). The only "exposure" I have on the language is from reading books written in English and watching English movies. People around here speak a different language. I haven't been to any English-speaking country though. Do I count?

i`ve been studying french for 3 years now, and i`m on my way to being fluent, without stepping foot in a french-speaking country

(yes, i know Canada is to be considered a french-speaking country, but that only applies to Québec and possibly New Brunswick, and i`ve never been to those places :P)
