I'm looking for a simple digital camera, medium range of megapixels, and one that can record video as well.

The size of the image sensor and the image processing chip matter just as much as the megapixels. Lot of pixels so you no good if the image is noisy with bad compression. A four megapixel with a large quality sensor will produce much better quality pictures to an eight megapixel with a small sensor, for example.

It depends on how much you are willing to spend. You can probably get a decent one for $80-200... the more money you want to spend, the better quality all the components are (in reality, megapixels doesn't really matter. Above ~7 or 8, it doesn't make any difference. It's the light sensor that needs to be be good quality)
