I think all the ex mods should have some sort of VIP status that comes with some privilages, maybe like able to view the mod forum but not be able to reply or the power to move topics even if they lose the SL and Mod status.

Also they should have some sort of cool VIP badge, that way the community will still view them as a part of our history and maybe someone to go to as a past man of the blue.

No... why should they? Most definitely not the mod forum one, and though I can see the idea behind allowing them to move topics and such when not a SL/mod, I disagree with that idea too. If they want that ability they should have remained a mod/SL.

Would the reason they were no longer a Mod have some weight in that decision?

No not change of name colour. Just like a badge on their profile, and extra access.
