They're ridiculously greedy, so they're overaccepting students left and right. We have a small campus, so we don't have enough dorms to house 800+ extra freshman. So what's their plan of action? Putting the freshman in the new dorms, that costs the rest of us an extra 2,000 dollars a semester to live in because of the amenities, for free. FOR FREE. But the rest of us STILL have to pay an extra $2,000 dollars. Not the freshman though!

When that happened at my school, people ended up having to live in the dorm hall basements

... We have 2 dorm halls on campus that are significantly nicer than the others. They get many more services and amenities, which is why students who stay there must pay an extra 2,000 dollars than students staying in the normal halls. But because New Paltz (my college) over-enrolled, they're now letting Freshman stay in these 'hotel rooms' for the same price as the normal halls, except they still get access to the amenities and features. And they're still making the sophomores, juniors and seniors pay the extra 2,000 dollars.
