Depends on the light you're in. But generally I'd say no flash.

Oh, and the best times to take pictures are in the very early morning before the sun is up, but it's light outside, and the same when it's just getting dark. You'll get the best most natural looking pictures then.

Paparazzi have a name for this, actually, though it slips my mind at the moment. "The Hollywood Hour" or something. Basically, sunlight at this time is the most flattering light on anyones appearance--skin included. I have to agree. Driving home when the sun is setting makes my eyes insanely blue and my skin glow. It's wonderful.

this question is stupid. the source of the lighting couldn't matter at all, the difference in colour is just due to the white balance correction of your camera. if you don't meter yourself or select the best white balance for the source of the light, it can change the colour/appearance of the skin. in general cameras know when you're using their flash and so can calibrate a better white point using that than natural or other artificial light where it just has to 'guess' or estimate what white balance to use.
