It's probably a rash. -- Posted by polio at 6:58 am on Aug. 1, 2012 If you think about all the factors, the fact that she was shaved but with a bit of stubble all really points to it being nothing but a bit of friction burn. Keep it clean for a few days and if it doesn't go away then I'd go visit your doctor. But to be honest a lot of STDs present with little to no symptoms anyway and especially if it's on your thigh and not actually around the genitals it seems like a STD is unlikely.
