Notepad++ Google it. You have to learn the code though. But it's better to learn it anyway.

Are you talking about a program, or a service? For services tripod is good, or even MySpace for that matter if control is not an issue. As for Programs, you can make web pages using Microsoft Office (Word & Front Page preferrably) This can be usefull if you know how to insert text and graphics into a word document, after you have it the way you want, just go to "File" and "Save as web page". The HTML will be created for you. Hope this helps.

You can always check out a site like OSWD and get a free web template to edit easily. That way you have full control of the site and not paying anything at the same time.
