Unless you know of people who will register, spread the word and they have a genuine interest etc... Register your forum at search engines. Maybe you can try http://www.addme.com and do a google search for "Free search engine submissions". However, be sure to not submit your forum MULTIPLE times to search engines because you may be taken off their list. If you can, add meta tags to your forum. Put a link in your sig on forums to boost visitors. Give your forum something to offer. Maybe have a customised skin instead of the default. Some admins also register and post on a few accounts to make it seem like there are active members; no one likes registering at an empty and inactive forum. Some forum software, such as invision, offer a feature in the admin panel where you can add meta tags. Whereas other forum software doesn't. In your broswer, click 'View' -> Page Source (or something like that). A screen pops up giving code of this page, at the top, you'll see the meta tags.
