It's an obvious scam and is rather common. Always read the small writing to make sure it's not a scam. If you have to pay any amount to get the scholarship, it's not worth it. I know every high school student is looking for easy ways to get scholarships. Honestly, if you think about it this way; Writing a 1,000 word essay isn't that bad for a $300 scholarship (this is an example btw). Say you wrote the essay, and spent approx. 15 hours doing research and writing it. That would be $300 divided by 15. You're essentially getting paid $20 an hour.
