to create your own is very difficult and you have to have your computer on every min of every day or others wont be able to use it, so running as a server.

or get someone else to host you on their server

OK ill try and bring this post up to date as to me it currently means nothing, right firstly ill presume that whoever wants a forum of there own cannot write one in php (or other language), this means you will have to choose one off the t'internet. The selection is pretty much endless, youve got vBulletin and phpBB which are probably two of the most popular. Now you need somewhere to host it, as mentioned before you could use your own pc as a server but it would kill your bandwidth and youd also have to keep your pc on 24/7 because of this id use professional hosting or free hosting, again theres many different hosts you can choose, your isp may even give you free hosting but you nust remember that youll need php + mysql hosting which most isps dont offer. I would choose hostcubix because all you have to do is become an active member of there forums or if you wish to pay it is a very cheap service. Right, now youve got your forum files and your hosting, you must upload all of the files onto your hosting, when you open index.php the installation will begin, ill leave it there because every forum (vBulletin, phpBB, etc.) is different on istallation, it usually is quite simple and theres plenty of help files on the way.

Hope that helps, at least this topic has a meaning now :)
