What about the possibility that she likes to hold on until she is really desperate, risking the possibility of a public accident? Some people do. The fact that she looked humiliated or embarrassed wouldn't necessarily mean it was a real accident, and that she didn't wet on purpose or didn't deliberately put herself in a situation where she would lose control and wet herself - she may be turned on by the public humiliation.  Some people are.
