I'm used to taking jobs with real companies, and working full time, and for those interviews I would dress up in a suit and carry a portfolio.

But what about those $15/hr part-time on-campus jobs? I have a web designer interview coming soon and it's part-time. I'll be a programmer for my college. What should I wear to an interview like this? Would a suit/blazer be too formal? Would jeans and polo shirt be too unformal?

What do people wear to these part-time low-paying oncampus jobs?

Either black slacks or khakis.  Black or brown NICE shoes.  Long sleeved button down shirt with a matching tie.  It will seal the deal.

I am of the opinion that it is impossible to overdress for a job interview.  A button down shirt and nice pants should be enough (techies, especially, aren't expected to wear suits, I don't think), and it is up to you if you want to add a tie or jacket.  But, as someone who does a lot of job interviews, I would never look down upon someone who was trying to impress me, so don't worry about overdoing it.

I agree - it is impossible to overdress for an interview.
If you're worried about being over the top wear black pants, a nice shirt and a blazer.

I don't think it really matters if the job is low paying or not. I think for any job interview you should dress professionally. At the same time, you shouldn't look like you're going to a party either!
