I have a picture with the dimensions of 1632 x 1224 i want to decrease the size but still keep every part of the picture how do you do this?

If you have photoshop, go to image > image size > click the constrain proportions box and enter in the new image size.

Open it up in Paint.
go to image >> stretch/skew
Where it says 100% type in a new percentage. keep the percentages the same. Save as jpg.
