Well if you want free programs i could suggest these:

http://www.gimp.org/

http://www.getpaint.net/

http://picasa.google.com/

all these are free!

I suggest if you want an easy to use editing program download Picasa. Picasa is easy to use and has simple features like editing the colour of pictures etc.

Paint.net is a bit more difficult to use but has different features etc... it is kind of like Microsoft Paint but more updated and has more features etc.

I find Gimp the hardest program to use and i find it quiet difficult and i do not really understand it that much atm..

So yes.. thats like the three ones i know that are free to download and use. :)

The best free one I have used was Paint.NET

I've found Paint.NET the easiest one to use.  Not the most fully loaded one, but its good enough, it gets the job done pretty painlessly.
