My uncle's old computer got hit in a power surge. He got a new one. He says it still works, but it won't boot up. Can we save it?

Change the power supply.

He says it still works. Clearly if it's not turning on then you have a problem and it doesn't work. A surge can pretty much fuck up your computer. It might be an idea to change the power supply like Petchy suggests. However, I wouldn't bother buying a new one, because if it doesn't work you've just wasted a lot of money. Try borrowing one from a friend's computer and then seeing if it starts up. If it does, then you know that was the problem, if it doesn't well then it's not going to help you. In most cases like these, the power surge will travel through the power supply and can wreck your whole computer. There's really nothing you can do in this case, as most likely the computer is totally dead. You can remove the hard drive and put that in another computer to recover the data. Sadly it seems like the computer is dead in this case.
