The drinking culture is different in England, I think. Teenagers buy pre-mixers because they're cheaper and easier to get hold of than anything else. We all know teenagers can't be trusted, and only letting them drink in a bar, where their intake is controlled, probably seemed like a good idea at the time. Having a split age though seems a little odd to me too.
